It aims to support government departments, economic regulators, companies and their legal advisers dealing with complex policy design, regulatory questions, competition issues and disputes.
Horn joins with more than two decades of experience in competition, regulation, public policy and litigation support.
She has served as both an adviser and an independent expert in proceedings before courts and tribunals. Additionally, she previously built and led an economics practice at a “large professional services firm”.
Gillham’s background centres on macroeconomic modelling and applied economic analysis including policy assessment, market impact evaluation and dispute-related work.
He began his career in the UK civil service, including a role at HM Treasury, where he worked on economic forecasts and tax policy. He later moved into advisory positions supporting clients in multiple sectors on market and dispute matters.
He has also been chief economist at PricewaterhouseCoopers and sat on the academic advisory panel of the Office for Budget Responsibility.
S&W said the new economic advisory practice will work alongside its consulting, forensics and restructuring practices, reflecting what it sees as increasing client demand for robust economic input within broader multidisciplinary mandates.
S&W Advisory head John Rugman said: “The launch of our economic advisory practice is a significant milestone for S&W.
“Schellion and Jonathan bring exceptional credibility, leadership and technical expertise, and their appointments demonstrate our commitment to continuing to build a market-leading advisory business.
“By embedding economics within our broader advisory offering, we are uniquely positioned to support clients on their most complex regulatory, contentious and strategic challenges.”
Last month, S&W appointed Pavan Singh as a partner in its London office to strengthen its valuations and modelling capability.
