Deloitte North West practice senior partner Jo Ahmed said: “Zoe’s experience and track record will strengthen our regional and national infrastructure offering.
“Manchester’s development pipeline remains robust, and Zoe is well placed to advise on major projects that will help shape and deliver future infrastructure developments in the city region.”
Watters has worked on a range of major UK development schemes over the course of her career.
She joins from PwC, where she was a partner in its infrastructure team, following earlier roles within the civil service.
Her experience covers multiple public sector infrastructure programmes, with a particular emphasis on social infrastructure and public-private partnerships.
She has provided advice on the launch of new hospitals, supported devolved governments in designing new public-private partnership models, and worked with mayoral authorities on areas including transport and health.
Watters said: “With a renewed focus on large-scale infrastructure projects across the UK, coupled with more powers being devolved to mayoral authorities beyond housing and development, I am joining Deloitte at a crucial time for the sector.
“As ever, it is so important that the public sector has the right advice and support to deliver projects, uplift communities and contribute to regional economies.
“Deloitte’s infrastructure team has a strong record of advising on high-profile projects so I am looking forward to bringing my experience and expertise to the firm.”
Recently, Deloitte UK appointed Darren Graves as its incoming senior partner and chief executive.
