Employee stock ownership plan (ESOP) company BDO USA has revealed plans for the addition of more than 1,300 employees, including 30 principals, from professional services company HORNE.  

The move aims to extend BDO USA’s reach and enhance its capabilities in government services, with a focus on state and local government support.

The transaction, anticipated for completion on 1 November 2025, is contingent upon customary regulatory approval as well as closing conditions. 

HORNE, established in 1962, has experience that covers healthcare, government services, construction, and financial institutions. 

The company has a history of managing substantial funding streams, overseeing more than $126bn from state and federal sources over a period exceeding 15 years. 

Following the closure of the transaction, HORNE’s professionals will join BDO USA’s practices, including tax, assurance, advisory, and BDO Capital Advisors.

Additionally, BDO USA plans to leverage HORNE’s disaster recovery expertise for establishing BDO Government Services, a new subsidiary that will include HORNE’s government services practices in the US and Puerto Rico. 

This acquisition will also mark BDO USA’s first direct service provision to the Puerto Rican government.  

The existing team in Puerto Rico will remain under local leadership, continuing its support for the community and the more than 130 team members on the island, particularly in disaster recovery initiatives since 2018. 

The financial details of the acquisition have not been disclosed.
